NIOSH Special Session
Updating the NIOSH Cancer and REL Policies

Since NIOSH last updated its cancer and REL policies there have been significant advances in related scientific research and risk assessment methodologies.  So, in 2010, NIOSH began an effort to reassess its cancer classifications and its Recommended Exposure Limit (REL) policies to ensure that they reflect current scientific and risk management practices. Consequently, NIOSH performed a systematic historical review of its carcinogen and RELs policy issues.  An important impetus for NIOSH to re-evaluate its cancer policy is to address concerns associated with the existing policy such as the use of the term “potential occupational carcinogen,” which allows for only one carcinogen category. The REL policy review addresses issues such as shift averaging, action levels, and extended workshifts.  The review considers the merits of other carcinogen classifications (e.g., IARC, NTP, and GHS) and exposure limit policies (e.g., ACGIH and OSHA), to derive a draft NIOSH Carcinogen and RELs policy. This assessment has involved internal scientific discussions, providing a forum for public comment, and solicitation of stakeholder input. Key elements of the draft NIOSH Carcinogen and RELs Policy will be described as well as practical considerations for application and utility for U.S. workplaces.  

Following this session, a facilitated luncheon discussion will be held in the Expo from 12:30 p.m. to 1:30 p.m.  Discussion will focus on obtaining reactions to the draft policies and obtaining input from participants on potential improvements.  Luncheon discussion seating is first-come, first-served.
